Yes, steeping time can affect caffeine extraction. Longer steeping can extract more caffeine under some brewing conditions.
But timing is not the whole story. The final cup still depends on tea type, leaf amount, serving size, water temperature, product variation and brewing method. A shorter steep does not make true tea caffeine-free.

Why steeping time matters
Tea brewing is extraction. Water pulls soluble compounds from the leaf into the cup.
Research on tea infusions has found that brewing time can affect caffeine levels. A study of tea infusions with different fermentation degrees and brewing conditions found that brewing time and tea type affected caffeine and L-theanine levels, and that the effect of time varied depending on tea type.
Black tea research also shows caffeine and other compounds being extracted over time during brewing. Green tea studies similarly show that infusion length affects measured components such as caffeine, catechins, phenolic compounds and flavonols.
So the basic answer is yes: time can matter.
Why longer steeping is not the whole story
Longer steeping is one variable, not the only variable.
Commercial teas vary. A study measuring brewed white, green and black teas found wide variation in caffeine concentrations across products. In that sample, the researchers did not observe a simple trend in caffeine concentration by tea variety alone.
That is why exact caffeine numbers can be misleading when copied from one chart to every cup. A lightly brewed black tea may not match another black tea. A large mug with two tea bags is not the same as a small cup with one. A green tea brewed hot and strong is not the same as one brewed cooler and briefly.
The practical question is not only “How long did I steep it?” It is “What product, how much leaf, how much water, what temperature and how long?”
Water temperature and caffeine extraction
Water temperature can change extraction.
Green tea research has found that brewing temperature and infusion length affect components including caffeine, catechins, phenolic compounds and flavonols. Another green tea study reported that lower infusion temperature, lower initial concentration and shorter brew time reduced extracted polyphenols and caffeine under those brewing conditions.
That does not mean all tea must be brewed cool, and it does not mean hotter water is always wrong. Hotter water can make a cup taste fuller or stronger, and some tea types are commonly brewed hot.
If your goal is taste, use temperature as one adjustable variable. If your goal is lower caffeine, temperature may matter, but it is still only one part of the cup.

Tea type and product variation
True tea comes from Camellia sinensis, including green, black, white and oolong tea. These tea types are processed differently, and products within the same category can still vary.
The brewed-tea caffeine study is useful because it pushes against a lazy rule: green tea does not always have less caffeine than black tea in every real-world product and preparation. In that sample, caffeine concentrations varied widely, and tea variety alone did not explain everything.

More leaf usually gives water more material to extract from. A larger serving can also deliver more total caffeine than a smaller cup, even if the concentration is similar.
That is why a “cup of tea” is not always a useful caffeine unit. One person may mean a small cup with one tea bag. Another may mean a large travel mug with two bags or a generous scoop of loose leaf.
If you want a more predictable cup, keep these variables steady:
- amount of leaf;
- water volume;
- water temperature;
- steeping time; and
- product or tea style.

Does a short steep make tea low-caffeine?
A shorter steep may reduce caffeine compared with a longer steep under some brewing conditions. It does not make true tea caffeine-free.
This distinction matters. If a tea naturally contains caffeine, a brief steep may still extract some caffeine. The amount may be lower than a longer steep from the same tea, but it is not zero simply because the steep was short.

Does a second steep have less caffeine?
A second steep may taste lighter, but it should not be treated as caffeine-free.
The sources here support the broader idea that caffeine is extracted during brewing and that time, temperature, product and tea type matter. They do not justify a simple rule such as “the first rinse removes most caffeine” or “the second steep has no caffeine.”
If you enjoy second infusions for flavor, that is fine. If caffeine restriction matters, do not rely on rinsing or resteeping as your main strategy unless you have product-specific information.
What this means for bedtime
For evening drinks, timing and sensitivity still matter.
FDA notes that people vary in how sensitive they are to caffeine and how quickly they eliminate it. EFSA notes that single doses of 100 mg caffeine may affect sleep duration and patterns in some adults, especially close to bedtime.
That does not mean every cup of tea near bedtime affects every person the same way. It means that trying to reduce caffeine by steeping regular tea briefly may be less reliable than choosing an appropriate product and timing.
